On August 10, the National Health and Family Planning Commission held a regular press conference to make a report on the relevant situation and work progress of the "Notice on Deepening the Reform of the Investment in the Medical Field" (hereinafter referred to as the Notice) Introduction.
Ten key reform measures
According to Gong Xiangguang, deputy inspector of the Legal Department of the National Health and Planning Commission, the Notice introduced ten key reform initiatives in the health and family planning field, including:
First, the approval of clinics in the old-age care institutions will be abolished and the filing system will be implemented. The health and family planning departments at all levels shall supervise the implementation of relevant policies and strengthen post-event supervision to promote the development of the health care service industry.
Second, the National Health and Family Planning Commission has established independent standards based on the basic standards and management specifications of five types of independent setting institutions, such as the Medical Imaging Diagnostic Center, the Pathological Diagnosis Center, the Hemodialysis Center, the Medical Laboratory, and the Anning Care Center. Set basic standards and management practices for rehabilitation medical centers, nursing centers, disinfection supply centers, health check-up centers, small and medium-sized eye hospitals, etc., expand the field of social investment, and promote the development of new formats for the health service industry.
Third, the health and family planning departments at all levels should accelerate the reform process of electronic registration management for medical institutions, physicians and nurses. On July 1, 2017, on the basis of the activation of electronic online registration management in all provinces and municipalities, 3,715 government service halls registered with medical institutions, physicians and nurses were all registered online for medical institution registration and registration of doctors and nurses. Provide fast and convenient service.
Fourth, further simplify the approval process for medical institutions. The establishment of the two-level and below medical institutions and the practice registration "two certificates in one", further simplify the setting approval of tertiary hospitals. The health and family planning departments at all levels actively cooperated with relevant departments to establish a collaboration mechanism for the approval of medical institutions and promote the sharing of information for examination and approval.
Fifth, the certificate of maternity and gynaecology practitioners and the maternal and child health care technical assessment certificate "two certificates in one." Eligible personnel, supplemented with maternal and child health care technical services in the doctor's practice certificate.
Sixth, further improve the level of openness in the medical field. Clinics established by foreign medical institutions, companies, enterprises and other economic organizations in the form of joint ventures or cooperation, relax the restrictions on the proportion of foreign investment in equity not exceeding 70%. Investors in Hong Kong, Macau and Taiwan are operating in accordance with the CEPA and ECFA agreements.
Seventh, it is necessary to explore the implementation of the notification system for the allocation of Class B large-scale medical equipment to social medical institutions in the free trade pilot zone approved by the State Council. The provincial health and family planning departments should formulate corresponding post-event regulatory measures and strengthen supervision.
Eighth, the health and family planning departments at all levels should comprehensively clean up all kinds of unnecessary certificates in the relevant documents or specifications. A copy of the "Certificate of Medical Institutions License" submitted by a medical institution when applying for medical advertisements shall be affixed with the official seal of the administrative department of health and family planning, and shall be stamped with the official seal of the applicant. To carry out the cleaning and cancellation of relevant materials required by the social medical institutions to issue capital verification certificates, and strengthen follow-up supervision.
Ninth, promote information sharing and work commitment system to increase convenience for the people to do things. The rural family planning family awards will be cancelled to support the family planning related materials submitted by the applicants, and the relevant materials such as the birth history of the applicants in the “free birth and fast†project in the western region and the implementation of long-term contraceptive birth control measures will be cancelled. Relevant information will be approved by the health and family planning administrative department. Health and Family Planning Information System. Do a good job in inquiring about the information on marriage and childbirth of migrants in different places, promote information sharing, and cancel paper marriage and childbirth certificates.
Tenth, the health and family planning departments at all levels should strengthen post-event supervision and comprehensively promote the “double random and open†work of the national health and family planning system. In the state supervision and sampling work, the "double random and open" method was used comprehensively to achieve "two full coverage", that is, covering 31 provinces across the country and covering all areas of supervision and law enforcement of health and family planning. According to the 2017 work focus, the newly revised "Regulations on the Administration of Vaccine Circulation and Vaccination", the use of antibacterial drugs, and the detection of nucleic acid in blood stations use the "double random and open" method to conduct supervision and inspection.
Gong Xiangguang said that the above ten items are the top priority of the National Health and Family Planning Commission's recent work on the management of the service. It is the current state health and family planning committee to implement the reform spirit of the central "distribution service" and the speech of Prime Minister Ke Qiang, and has been reported to the State Council. In the next step, the National Health and Family Planning Commission will deepen the refinement of reform measures, formulate specific and operational documents, clarify timetables and roadmaps, and do a good job in the implementation of the ten reform measures.
Five additional types of independent medical institutions will be added
At this press conference, it is worth paying special attention to the fact that Jiao Yahui, deputy director of the Medical and Health Hospital of the National Health and Family Planning Commission, mentioned the progress of the reform of the “distribution service†in the medical field, and will be in the existing five categories. Based on the medical institutions (medical laboratory, pathological diagnosis center, medical imaging diagnosis center, hemodialysis center, hospice care center), five additional categories of institutions are set up. Jiao Yahui said that after the National Health and Family Planning Commission released social forces to hold independent medical institutions, according to statistics, up to now, there are 342 regional medical imaging centers, 689 regional medical laboratorys, and 185 regional pathological diagnosis centers. There are 147 hemodialysis centers and 13 hospice care centers. Some of them belong to the second-level hospitals and are open to grassroots medical and health institutions. Most of them are third-party medical institutions organized by social forces.
Jiao Yahui revealed that the newly added five types of medical institutions also allow social forces to invest, chain and group operations, and are currently drafting relevant basic standards and management specifications for them to facilitate social forces to organize these five types of medical institutions.
